present basis.

It will be noticed that provision for

the Cadet Service, Senior Clerical Service

and Accounting Staff, and Junior Clerical

Service is now made under the various Departmental

heads. The suggestion that provision for the

Clerical Services should be made in this way

was contained in our despatch No.47 of 15.2.32 ( (9) on 90284/32 General) and Hong Kong have

wisely decided to treat the Cadet Service in

the same way. G.D. have already been informed

of the change by minute on the General file. In his speech introducing the estimates, the

Colonial Secretary drew attention to the fact

that the new method of providing the salaries

of these services under the various Departmental

heads made it necessary for caution to be exercised

in the interpretation of some parts of the

estimates, as non-technical officers on leave

would in future have to be shown under the De-

partments with which they were last serving,

though in fact they might well no longer have any

connection with those particular Departments,

and might be transferred elsewhere on return

from leave. In spite of this minor difficulty,

I think that the new arrangement is a great

improvement.

It will be noticed that $358,064 is

provided for new posts as against a decrease of only $127,014 on account of posts abolished. Increases of staff which are worthy of notice

have been provided for in the Police Department

and the Medical Department.
